OUTBREAK: ZERO is a semi post-apocalyptic pandemic roleplay set in the fictional city of Lethford, USA. Current season: Winter, 20/21.
March 2020. The world is in pandemonium as one month ago, GHNv-20 was confirmed, five months after the beginning of norovirus season. The number of the infected are in the higher hundred thousands, and the death toll is at an estimated 250,000, with about seventy percent of the rest of the population experiencing mild to moderate illnesses connected to the S. pyogenes bacteria.
The fear of the unknown has caused mass hysteria and panic.
In an attempt to provide a semblance of safety and control, military personnel patrol the streets, even here in Lethford City, and the police force is trying to keep up with the rising street violence, assault, and theft.

This is Thomas Moore, a Biochemist at Prism Biotech Corp. He recently transferred to the department which is in charge of the Sinoxyn trails. A secret set of trials being put on by Prism BioTech. The clearance level is steep and the cost of wanting to quit is steeper. Right now he believes in what he is doing at Prism, he wants to help find a vaccine and understands that things need to be done to accomplish that.
Thomas has a grey moral code, he is willing to step outside of the rules to get things done. He will do what he thinks is right even if those around him feel he is wrong.
He had a twin brother Charles Moore who died in combat over seas. Brooke Hastings was on his brothers unit and is a childhood friend. She now works with the military police trying to keep everyone in line during the pandemic.
Plots
Slowly will be working towards him not being so sure of how Prism is going about its research and the clinical trials. Right now he's content. Maybe someone can start to put the thoughts in his head that Prism isn't as good as it pretends to be.

Thomas is quite the morally ambiguous character, isn't he? Young and headed down the path of 'the end justifies the means', jaded by institutional inefficiencies that seem to prevent progress that is necessary to shelter society. He seems like a skeptic. And Louis, well; he loves him a good skeptic.
I wonder if we can find loose ties between them to establish a sense of "knowing of" each other to base our plots off of. Before the outbreak, Louis was only in town for six months, but that's plenty of time. As a private contractor he has had the flexibility of picking and choosing his jobs inspecting construction sites for safety violations, which as an employee of private companies rather than the state, tends to pay very well. Well enough that now, even if the work's dried up more or less (it hasn't), Louis has a bit of a retirement going on. He spends most of his time wandering the city, meddling into people's businesses, creating complicated problems and then bailing before feeling the consequences.
I like this idea that perhaps how they met was in transportation of test subjects. Louis has been curious about the company, wanting to get closer to it. He might have conveniently 'lost' the truck full of people, too, only to levy it against Thomas for information about what's going on in there. Maybe Thomas was for whatever reason responsible for receiving the shipment and when if it doesn't come in on time, it'll impact him. Maybe he negotiates a deal with Louis: return the truck, and get a false identity to come and go as a certified Vendor in the building. Sure, it's not like he's got high clearance, but at least he can poke around and be nosy like he enjoys doing.
I also think, this stunt might entail a sort of learning relationship between the two. Louis might be apt to influence Thomas in some questionable ways. Lacking a properly nurturing father figure, maybe Thomas' is drawn into the mentorship gimmick of an older male influence. It might be the closest type of "friendship" Louis himself is capable of.
Curious, though- what sort of hobbies or community events is Thomas tied to? Churches, clubs, leisure activities? Like I say I think it would be nice if they had been vaguely acquainted before the events that ensued.
Yeah hes pretty morally grey. Hes willing to do what he has too even if it means hurting others. Hes still trying to sort that out. Hes very much trying to justify it to himself and tell himself that people who are dying are worth it to find a cure.
Thomas letting the details of the trail at Prism would no doubt result in death for him. So he would do everything within his power to protect the information he has and his active role in the trail. As he is one of the people studying the affects of the 'cure'.
Thomas could be in charge of a shipment coming in for sure, and they could meet that way. I would be okay with them kinda knowing each other. Or at least knowing of the other before the thread to build off of. I think Thomas would do that, but he wouldn't give him full access, just enough to make it seem like the man had full access? Cause the trials are still very hush hush and it would mean death if Thomas let someone like Louise walk in with a pass.
I could see Thomas trying to cling to someone, his mother died of cancer 5 years ago. His twin brother died in combat 3 years ago and he hasnt talked to his father since. If someone took an interest in him, or at least pretended too I think he would gravitate to them.
He used to do Muay Thai before the virus struck. He probably went to libraries, book stores, and coffee shops a lot. He is also a runner, he has a route he does everyday. They could have met running, maybe he even does races. Before this he worked at a company looking into cancer research. Ill try to think of more, what kinda stuff does Louise do?
O.K.; I can make a thread with them, playing out the real beginning of their relationship with Louis blackmailing him. Once it's up, I'll link you.
And yes; low access is to be expected. Mostly Louis wants to see who's going in and out like it's some Willy Wonka factory. Getting close enough just to peep is enough for him...for now.
The idea that comes to mind is that Louis likes to play poker, and has a group he plays (possibly illegal) poker games with in the back of a locally owned bookstore on a specific night of the month. Maybe somebody mistakenly invites Thomas when he's browsing late, thinking he's part of it. It's a strange night, Louis and Thomas become acquainted, but never see each other again until this day. So possibly, if that event isn't strange enough to permanently sear Louis' face into Thomas' mind, he realizes the man is familiar but can't place why. Maybe it's not until much later that he makes the connection. It's not relevant at all but a fun easter egg, I think. Take it or leave it though.
I like the idea you put forward as to how they met in the past. I think it’s a fun idea, and a good way for them to be casually acquainted. Maybe Thomas drank a little too much that night and the details are fuzzy to him but he eventually places where he knows the man from.
