Okay, so Ruby was put into adoption when she was young, but not quite a baby. She, nor the adoption agency, knows anything about her parents. The real story is this:

She was actually born into a very old crime family. Ruby was born after her brother ______. The family is shady AF and not one to be messed with. They messed with another shady AF family who kidnapped Ruby when she was 2. The family then gave the impression that she was murdered. Many long years pass, Ruby's family moves on and, of course, so does she.

Flash forward to a year ago. Her parents died (whatever history you'd like here) and her brother is now running the very shady AF crime family business. He decides to pursue the whole kidnapping of his sister thing, he's never believed she actually died but didn't have the resources to prove it until the family business all went to him.

So while he's searching for her, he wants to take advantage of this whole...pandemic chaos situation...and moves to Lethford. He finds a local gang he can send out for odd jobs and riots and whatnot to help keep his family's position secured with weapons and stolen cash and meds and whatnot. Feel free to plot with the gang here! Feel free to make his motivation your own too!

So while here he finds out his sister IS alive and well...and in Lethford...and a lawyer AND very involved with a military guy with high clearance levels. So you're totally free to decide out his motivations but he basically wants to get close to his sister, possibly use her to get to Will and take advantage of that bond, have her on his side. I imagine he does have genuine motives for finding her, but also...he doesn't have too strong of loyalty to her if she crosses him.

Her profession, of course, offers protection against legal trouble. Her connection with Will can be used against both of them, he could try to get her to suspect Will is lying to her about the base break-in cover up, try to get her to turn on him. Or once he sees how protective Will is of her, he could threaten Will with killing her or whatever to get codes or weapons or whatever.

She's never had family before so he can EASILY use that vulnerability to get her to listen to him, trust him. Will is obviously going to see through his shit and have doubts but this dude is very smart and very resourceful and very wealthy and can kind of play both sides to make his way happen. Any ideas, I am all game for. Nothing is really set in stone so feel free to adapt this or whatever might be fun.
